The effect really isn’t described. Basically, a participant shuffles a deck and then chooses when to stop and look at a card. The performer turns around while the participant does this. The performer turns around and can then reveal the card.

This is a really nice impromptu piece to do, especially when you can borrow cards. It’s priced right and certainly worth checking out if you perform mentalism with playing cards.
